Residential Building Licensing Requirements by State

NSW

In New South Wales (NSW), the following types of work must be carried out by a professional holding an endorsed contractor licence or a qualified supervisor certificate in the relevant category of specialist work:

  • Construction or erection of garages, carports, and sheds (including kit structures)
  • Renovations of bathrooms, kitchens, or laundries
  • Swimming pool construction and structural landscaping
  • Installation of screened, glass, or pool enclosures
  • Atriums and conservatories
  • House lifting (permanently raising the height of an existing structure)
  • Relocation and resiting of dwellings
  • Installation of saunas and steam rooms

Licences are issued by Fair Trading NSW.

QLD

In Queensland (QLD), individuals and companies must hold a Queensland Building and Construction Commission (QBCC) licence to perform:

  • Any building work valued over $3,300
  • Building work valued over $1,100 if it involves Hydraulic Services Design
  • Any work, regardless of value, that includes:
    • Drainage
    • Plumbing and drainage
    • Gas fitting
    • Termite management (chemical treatment)
    • Fire protection services
    • Completed residential building inspections
    • Building design (low-rise, medium-rise, and open)
    • Site classification
    • Mechanical services
      Registered architects can undertake building design work and perform building inspections on all types of buildings.

VIC

In Victoria (VIC), registration with the Victorian Building Authority (VBA) is required if you:

  • Handle a contract worth more than $10,000 for domestic building work
  • Perform reblocking, restumping, demolishing, or removing a home, regardless of the project’s value

WA

Under the Building Services (Registration) Act 2011 in Western Australia (WA), individuals, partnerships, or companies must be registered as building service contractors if they:

  • Carry out or contract ‘builder-work’ valued over $20,000
  • Are named as a builder on the building licence or permit

Licences are issued by the WA Department of Commerce.

SA

In South Australia (SA), a building contractor licence is required to:

  • Perform building work for others
  • Carry out building work for properties intended for sale or lease following improvements

Licences are issued by SA Consumer and Business Services.

NT

In the Northern Territory (NT), a registered building contractor is required for residential building work involving:

  • Construction of new single houses, townhouses, duplexes, and multi-unit residential buildings
  • Verandas, garages, and carports built as part of a new residential dwelling
  • Extensions such as living areas, bedrooms, and enclosed attached garages for existing homes
  • Retaining walls associated with the structure of a residential dwelling
  • Projects exceeding $12,000 in value

Licences are issued by the NT Building Practitioners Board.

TAS

In Tasmania (TAS), building practitioners require accreditation for the following classes:

  • Builder (General Construction): Responsible for managing or carrying out construction, demolition, alteration, addition, relocation, or repair of any building or structure
  • Fire Protection Services Builder: Specializes in fire protection services for buildings
  • Demolisher: Specializes in managing or performing the demolition of buildings and structures but is not permitted to carry out new construction work

Plumbing, Draining & Gasfitting Licensing Requirements by State

New South Wales (NSW)

  • In NSW, a licence is mandatory for all plumbing, draining, and gasfitting work (including LP gasfitting), regardless of the job’s cost or whether it is residential, commercial, or industrial.

Queensland (QLD)

  • All individuals and companies must hold a valid licence to perform any plumbing, drainage, or gasfitting work in QLD.

Victoria (VIC)

  • Plumbers in VIC must be either licensed or registered to undertake any plumbing work. If the work exceeds $750 in value, the plumber must provide a compliance certificate confirming adherence to regulations.

Western Australia (WA)

  • In WA, all plumbing, drainage, and gasfitting work requires a valid licence. There are six licence categories, and plumbers can only work within the scope of their specific licence.

South Australia (SA)

Air Conditioning & Refrigeration Licensing Requirements by State

In all states, individuals performing work related to refrigeration and air conditioning (RAC) equipment must hold a Refrigerant and Handling Licence. This applies to any task involving fluorocarbon refrigerants or RAC equipment components where there is a risk of refrigerant emission, including:

  • Decanting refrigerant
  • Manufacturing, installing, commissioning, servicing, or maintaining RAC equipment
  • Decommissioning RAC equipment

The Australian Refrigeration Council (ARC), on behalf of the Australian Government, issues these licences to professionals in the refrigeration, air conditioning, and automotive industries.

Pest Management Licensing Requirements by State

New South Wales (NSW)

  • A Pest Management Technician Licence or Fumigator Licence is required for those using pesticides or fumigants.
  • Trainees must obtain a Training Permit before working.
  • A Timber Pest Management Technician Licence is being introduced for termite and timber pest treatments.
